However, the region is home to a single large state prison complex on Roxbury Road in Hagerstown, which consists of the Maryland Correctional Institution - Hagerstown (MCI-H), the Maryland Correctional Training Center (MCTC), and the Roxbury Correctional Institution (RCI). These facilities are not county-run, however, and are instead operated by the Maryland Department of Public Safety and Correctional Services (DPSCS).

Inmate Search by Jail Facility
Records seekers may visit the Washington County Detention Center during business hours to search for inmates. The records staff may provide a form for the requester to complete the search. However, those seeking free online options may use the Inmate Search portal on the Sheriff’s Office website to locate an inmate housed at the jail. The inmate’s name is required for the search.
Juvenile detainee searches are available through the Maryland Department of Juvenile Services. However, only eligible individuals can obtain the records. An ID must typically be presented by the requester to verify eligibility.
Washington County Visitation Rules and Schedules
The Washington County Detention Center partners with a third-party vendor to provide a video visitation platform that allows inmates to visit with friends and family.
Visitors must create user accounts on the visitationvendor’s website, and they must be listed as a contact by the inmate they intend to visit before a video visit can occur. In other words, the inmate is responsible for initiating the call on their tablet, and the contact can accept or decline the visit.
All visitations are on demand and may be attended via an internet-enabled device (smartphone, computer, or tablet). Visitors are encouraged to use headsets or earbuds.
The maximum visit time is 30 minutes, and it costs 25 cents per minute.
Note: Calls may be monitored and recorded, and proper conduct and attire are required from every visitor and inmate. Violating any rule may result in the immediate termination of the session.
Mailing and Commissary Information
The Washington County Detention Center permits inmates to maintain communications with family and friends. At the time of publishing, the facility does not recommend any method for sending personal correspondence to an inmate via postal mail. Instead, family and friends are encouraged to exchange electronic messages, including text and pictures, with their loved ones using the jail visitation vendor’s platform.
Legal mail, however, can be sent to the facility via mail at Washington County Detention Center, 500 Western Maryland Parkway, Hagerstown, MD 21740.
For individuals who wish to send money to fund a Washington County inmate’s commissary account, mail is not an option. To credit an inmate’s account, deposits can be made online/by phone through the jail’s approved vendor or in person at the Washington County Detention Center.
